County Executive Lamont G. McClure and the Northampton County Department of Community and Economic Development announced that Northampton County is requesting qualifications from construction contractors and sub-contractors to establish a list of pre-qualified contractors for the Whole Home Repair Program.

The Whole-Home Repairs Program will provide funding for Northampton County homeowners to address habitability and safety concerns, provide measures to improve energy or water efficiency, and make units accessible for individuals with disabilities in owner-occupied, primary residences. The program will provide grant funding to county homeowners supporting up to $20,000 per unit. Household income cannot exceed 80% of the total area median income.

The General Assembly of the Commonwealth appropriated federal funds from the COVID-19 Response Restricted Account to the Pennsylvania Department of Community and Economic Development for this program.

This Request for Qualifications (RFQ) and its attachments describe the terms and conditions under which the Department will approve contractors. Contractors are asked to submit Qualifications to be considered for future projects. Submittals shall describe qualifications, prior construction and rehabilitation experience, financial capability, and a description of past projects they have completed which are similar to the Department’s proposed projects.

Qualifications submitted in response to this RFQ must be submitted in writing to:

Marek Tomanek
Deputy Director
Northampton County Department of Community and Economic Development
