No Pet Left Behind: Operation Foster Reaches Milestone of 3,500+ Lives Saved



As the nation’s only nonprofit (Founded in PA) dedicated to providing free, long-term foster care for the pets of military personnel and hospital patients, Operation Foster (PACT for Animals) is proud to announce it has successfully facilitated the placement of over 3,500 companion animals into safe, temporary homes since its inception.

When a crisis strikes—whether it is an overseas deployment or a life-altering medical diagnosis—pet owners are often forced to make the heartbreaking decision to surrender their beloved animals to shelters. PACT for Animals eliminates this tragedy by providing a “Safety Net,” ensuring that the human-animal bond is preserved until a joyous reunion can occur.

“Our mission is simple: peace of mind,” says Buzz Miller, Founder of PACT – Operation Foster. “We ensure that our service members can focus on their mission and our patients can focus on their healing, knowing their best friends are in a loving home, not a kennel.”

Why PACT for Animals is Essential:

  • The Military Gap: Many service members are stationed far from family. PACT steps in when no other options exist, preventing “forced surrenders” due to deployment.
  • The Medical Bridge: For patients undergoing long-term rehabilitation or surgery, PACT provides foster care for 6 weeks to 2 years, far exceeding the capacity of traditional temporary boarding.
  • Zero-Cost Model: While pet owners remain responsible for food and medical costs, the foster service and rigorous screening process are provided at no cost to the participant.
