Rep. Ryan Mackenzie (R-Berks\/Lehigh) announces the enactment of House Bill 336 as Act 70 of 2021, the Administrative Code, to provide budget implementation language and improves state government operations in several critical areas.<\/p>\n
\u201cMy House Bill 336, which included budget implementation language, was enacted into law as the Administrative Code for our 2021-22 state budget,\u201d said Mackenzie.<\/p>\n
\u201cThis legislation updates and removes obsolete provisions relating to the Department of Banking and Securities and the Department of Conservation and Natural Resources. It increases transparency by creating a Judicial Computer System Financial Audit Committee and requires lobbyists to disclose any equity that they hold in clients. Greater financial accuracy will be brought to state government by instituting dynamic scoring for legislation that carries a fiscal impact which exceeds $50 million. It provides notice of a constitutional question that is being considered by the Department of State. Finally, this act modifies Pennsylvania overtime thresholds, so they align with the recently updated federal thresholds.<\/p>\n
\u201cAct 70 provides substantial updates to the Administrative Code by removing obsolete provisions relating to state agencies, increases transparency in state spending, strengthens lobbyist disclosure requirements, institutes dynamic scoring of major legislation, provides better notice from the Department of State requiring constitutional questions that will go before voters as ballot referendums, and brings Pennsylvania in line with federal law.\u201d<\/p>\n
