The Elections Office recommends that voters review the ballot before voting. Act 77, which was passed in 2019, allows for no excuse mail-in voting. Voters who applied on paper can track the status of their ballot at\u00a0<a href=\"http:\/\/vote.pa.gov\/\">vote.pa.gov<\/a>.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Why did I get an email saying my application for a mail-in ballot has been declined?<\/strong><\/p>\n<ul>\n<li>It\u2019s likely that a duplicate application was filed or the application lacked a signature or a verifiable ID. Contact the Elections Office for assistance at 610-829-6260 or\u00a0<strong><a href=\"mailto:elections@norcopa.gov\">elections@norcopa.gov<\/a><\/strong><\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>When will mail-in ballots begin to be sent out?<\/strong><\/p>\n<ul>\n<li>Ballots will go out in the mail beginning in early October. We recommend voters return their ballot as soon as possible or at least get it in the mail by November 1<sup>st<\/sup>. Secure ballot drop-off boxes will be available starting October 10<sup>th<\/sup>.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>What can cause a mail-in ballot to be rejected?<\/strong><\/p>\n<ul>\n<li>Mail-in ballots can be rejected if:<\/li>\n<\/ul>\n<p>o\u00a0\u00a0The ballot was not enclosed in a sealed secrecy envelope (i.e. a \u201cnaked\u201d ballot)<\/p>\n<p>o\u00a0\u00a0The return envelope was not signed<\/p>\n<p>o\u00a0\u00a0There are identifying marks or symbols on the secrecy envelope<\/p>\n<p>o\u00a0\u00a0The ballot was not returned to the Election\u2019s Office by 8:00PM on November 8<sup>th<\/sup>.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>What kind of stamp should I use to mail my ballot back?<\/strong><\/p>\n<ul>\n<li>Postage on the return envelopes is pre-paid. If you come into the office, you may be asked for your ID. If you drop off someone else\u2019s ballot you must have a \u201c<em>Certification of Designated Agent\u201d<\/em>form on file at the Elections Office. A copy of the form can be downloaded at\u00a0<strong><a href=\"https:\/\/r20.rs6.net\/tn.jsp?f=001LyLeD4hKoqmtrq2yWWo9QQ_F8pM_y-1693bONBfWJyliGLhR2Th9dfdlVsq1nYNP1gfNQG3N46F4CjPfseTV_Rbamhi7PQzbk6dUlRJiBbjyGVwCXA8Pmc3ptTNcXduKZmqK9T0nPzgMrtweM6A5oQ==&amp;c=dsRNLdToj5J-mw3tkc6teQhba038iEsKurrLXb7SsEkBjvWbkF1ufw==&amp;ch=DWIO4qE5HAQUc2_F_wQ2E1k3Hd-hnrpwaO2BuO-4m99qsiIhKF2VCw==\">www.vote.pa.gov<\/a><\/strong><\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Can I vote using Ballot on Demand?<\/strong><\/p>\n<ul>\n<li>Yes,\u00a0<em>Ballot on Demand<\/em>will be available in the Election Office at the Government Center starting October 4<sup>th<\/sup>\u00a0until 5:00PM on November 1<sup>st<\/sup>.\u00a0You must bring an ID with you to the office.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>I requested a mail-in ballot but now I want to vote in-person at the polls.<\/strong><\/p>\n<ul>\n<li>Voters who prefer to use the machines must bring their mail-in ballots and the return envelope to the polls. The Judge of Election will spoil the ballot and ask the voter to complete a \u201cDeclaration to Surrender Ballot\u201d form before allowing them to vote on the ExpressVote XL machine. If a voter cannot provide the return envelope and mail-in ballot to the Judge of Election they can only vote via a Provisional ballot. They will not be allowed to vote on the machine.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Will the polls be open on November 8<\/strong><strong><sup>th<\/sup><\/strong><strong>?<\/strong><\/p>\n<ul>\n<li>Yes. The Election\u2019s Office plans on staffing all 154 precincts with 315 voting machines.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Have the ExpressVote XL machines been tested?<\/strong><\/p>\n<ul>\n<li>Yes. The machines undergo testing before every election.
