Malcolm Kenyatta, D-Phila"},"content":{"rendered":"<p><em>Photo of Phillip provided courtesy of the Spruill Family<\/em><\/p>\n<p>In a Pennsylvania where our children have the mental health resources they need, Phillip Spruill Jr. would be entering sixth grade this school year.<\/p>\n<p>In that Pennsylvania, Phillip\u2019s laughter would mingle in the hallways of Benjamin B. Comegys School with that of his classmates, as a new academic year flush with possibilities begins.<\/p>\n<p>In that Pennsylvania, Phillip would feel supported, he would have the proper guidance to work through the bullying that many children his age endure, and maybe the bullying would be lessened, because other children in his public school would have the resources they need, too.<\/p>\n<p>In a Pennsylvania where children have the mental health resources they need, Phillip\u2019s parents, Phillip Sr. and Lindarise Spruill, would get to see their oldest child celebrate his 12<sup>th<\/sup> birthday this January, and many, many more birthdays after that one. In such a Pennsylvania, Phillip\u2019s younger siblings wouldn\u2019t grow up without the guidance and protection of their big brother.<\/p>\n<p>In a Pennsylvania where our children have the mental health resources they need, Phillip Spruill Jr. would still be alive.<\/p>\n<p>But we don\u2019t live in a Pennsylvania where our children have the mental health resources they need.<\/p>\n<p>Not yet.<\/p>\n<p>That Pennsylvania \u2013 one where children have access to the help they need \u2013 is the one I want to build.<\/p>\n<p><a href=\"http:\/\/www.pahouse.com\/Kenyatta\/InTheNews\/NewsRelease\/?id=107155\">Phillip\u2019s Law<\/a> will help us do it.<\/p>\n<p>I introduced Phillip\u2019s Law, which has bipartisan support, after 11-year-old Phillip Spruill Jr. died by suicide on April 5 of this year. Phillip had been bullied by his classmates because of his weight.<\/p>\n<p>Phillip was unable to connect with a mental health professional at school on April 5. He went home after school that day and took his own life.<\/p>\n<p>He was found by one of his younger brothers that night.<\/p>\n<p>Phillip didn\u2019t have the resources he needed to cope. He was a student in a district <a href=\"http:\/\/www.epgn.com\/news\/local\/14663-mental-health-legislation-introduced-in-house\">with 323 counselors for 131,302 public school students, or one counselor for every 407 students<\/a>. The <a href=\"https:\/\/www.schoolcounselor.org\/asca\/media\/asca\/home\/Ratios15-16.pdf\">American School Counselor Association recommends<\/a> one counselor for every 250 students.<\/p>\n<p>Devastatingly, Phillip\u2019s story is not unique.<\/p>\n<p>According to <a href=\"https:\/\/suicidepreventionlifeline.org\/help-yourself\/youth\/\">the National Suicide Prevention Lifeline<\/a>, suicide is the second leading cause of death for young people between the ages of 10 to 24 nationwide.<\/p>\n<p><a href=\"https:\/\/www.attorneygeneral.gov\/taking-action\/press-releases\/attorney-general-shapiro-announces-strong-start-for-safe2say-school-safety-reporting-program\/\">Earlier this year, a statewide anonymous reporting system called Safe2Say rolled out in Pennsylvania<\/a>, providing a tip line for students and administrators to report threats of violence before they happen.<\/p>\n<p>In August, Pennsylvania Attorney General Josh Shapiro, whose office oversees the Safe2Say program, <a href=\"https:\/\/www.safe2saypa.org\/wp-content\/uploads\/2019\/08\/S2SS-Annual-Report-FINAL-28129.pdf\">released a report<\/a> indicating that most of the more than 23,000 calls made to the tip line in its first six months were from children reporting bullying, self-harm, suicide ideation and depression and anxiety, and not school threats.<\/p>\n<p>My legislation, Phillip\u2019s Law, would require the Department of Education to investigate and report on the number of mental health professionals in schools in order to make recommendations on how to increase the number of school mental health professionals to meet nationally accepted ratios.<\/p>\n<p>Our children are talking to us. They\u2019re telling us what troubles them and what they need from us.<\/p>\n<p>They have used a tip line intended to report threats to report the trouble they\u2019re experiencing with mental health issues.<\/p>\n<p>Unfortunately for Phillip Spruill Jr., his family and all who loved him, there was no one available to listen to him on April 5, to hear the anguish that pushed him to take his own life.<\/p>\n<p>The reality that Phillip\u2019s family has lived with every day since his death does not need to be repeated by any other family in Pennsylvania.<\/p>\n<p>We must ask ourselves, what kind of Pennsylvania do we want to live in? One where our children are heard and helped with the mental health resources they need? Or one where they are ignored?<\/p>\n<p>The first step to giving our students those necessary mental health resources is to enact Phillip\u2019s Law so we can gather the data needed to explore how we increase the number of mental health professionals in schools and start saving lives.<\/p>\n<p>As students head back to school this year, the time for Phillip\u2019s Law to be enacted is now.<\/p>\n<p>&nbsp;<\/p>\n<p><em>State Rep.
