ALLENTOWN, PA (August 28, 2025) — Lehigh County Executive Phillips M. Armstrong today presented his 2026 proposed budget to the Lehigh County Board of Commissioners, county employees, and the public. The plan, developed amid economic uncertainty at the state level, focuses on maintaining essential services, investing in critical infrastructure, and preserving the county’s strong financial position.
The 2026 budget directly addresses the challenges presented by the ongoing state budget impasse and the sunset of federal pandemic relief funds, which have impacted counties across Pennsylvania.
“Despite significant fiscal headwinds from Harrisburg, our administration has developed a responsible budget that prioritizes the needs of our residents,” said County Executive Armstrong. “This budget reflects our long-standing commitment to a sustainable financial future while making critical investments in the services our residents depend on.”
